    Transfer of Development Rights (TDR) initiatives seek an alternative to the strict Euclidian zoning of the past in an effort to better address the needs of modern conservation. With land at a premium, owners of prime farmland and sensitive regions of the state are often determined to extract the maximum value of their acreage at sale. Rather than watch this open space fall to the onward march of development, however, public entities can utilize TDR programs to both conserve and compensate simultaneously.
